2). Should non-white people be asked the question,

1). What would cause you to suspect someone to be white or non-white? |
If the person has dark skin I suspect that person FUNCTIONS as a non-white person in the worldwide SYSTEM of racism white supremacy. Maybe along with other COLOR factors as well.
Conversely, if the person has light skin, along with other NON-COLOR factors as well, I suspect that person FUNCTIONS as a white person in the worldwide SYSTEM of racism white supremacy.

Only if you're confused about whether the person you interact with is a white person or not.
One of the goals/objectives is to eliminate confusion for non-white people.
