According to Dr. Frances Cress Welsing, intelligence means being aware of one's surrounding and/or environment and basing ones decision making on such an awareness;
Now, under the system of racism White Supremacy, is it possible to have non-white people who are intelligent? |

Based on that definition everyone has intelligence.
